East Windsor Selects New Police Chief

Lt. James Monahan has been named as the new police chief.

Less than two months after East Windsor’s police chief announced his retirement, the Township appointed his replacement, selecting Lt. James Monahan as the new chief effective July 1. 

“I consider it a privilege to serve the residents and guests of East Windsor Township as a member of such a professional and hard working law enforcement agency,” Monahan said in a statement. “I look forward to the fulfilling the duties of the office of Police Chief here in East Windsor.”

The selection committee, consisting of Mayor Janice Mironov, Deputy Mayor Perry Shapiro, council member Marc Lippman and Township Manger Alan Fisher, unanimously chose Monahan out of three applicants from within the department and announced it at Tuesday’s council meeting. 

“The decision of the committee was extraordinarily difficult because of the extremely high caliber and outstanding personal qualities of our police applicants, every one of whom is a tremendous and valuable part of our first class police team,” Mironov said Friday.

Monahan joined the department in 1994 after serving for more than six years at the Highland Park Borough Police Department. In January 1998 he was promoted to detective with the investigative services unit, and a year later promoted to sergeant. In January 2006 Monahan was promoted to lieutenant, the position he currently holds.

“I would like to express my appreciation to Mayor Mironov and the members of the selection committee for all of their hard work and in choosing me for this very important position,” Monahan said.

Monahan holds several certifications and completed trainings, including as a firearms instruction, training in bias crime investigation and crisis negotiations. Awards include a Life Saving medal and two Education Achievement awards.

He graduated magna cum laude at Rutgers University, earning a bachelor of science in administration of justice, and graduated summa cum laude with his masters of labor and employment relations.

“I am extremely excited and proud to announce that Lt. Monahan will be the next East Windsor Township Chief of Police and we are confident that he brings to the position highest level of skills, experience, intelligence, temperament and judgment, which will enable him to be a terrific police chief and continue the outstanding performance of our police department.”
