Officers reportedly approached the vehicle identified by the witness and found Kevin Bowes, 32, behind the wheel in a handicapped space with the ignition key in his hand, apparently asleep. He was awakened and police said the officer observed an open wine bottle on the pavement next to the vehicle. Police said he had an odor of an alcoholic beverage and slurred speech.

Bowes, of Toms River, was transported to Princeton Medical Center due to his level of impairment and was charged with driving while intoxicated, careless driving, reckless driving, consumption of alcohol in a motor vehicle, and handicapped parking violation at 10:24 a.m. on August 28.

Police said a man reported his unsecured vehicle was entered while parked in the East Windsor Walmart parking lot. Police said the complainant claimed his wallet containing approximately $100 cash, a debit card, and personal papers were stolen from inside the vehicle between 5:45 p.m. and 6:10 p.m. on August 29.

Area Men Charged With Trespassing, Obstructing Justice

Police responded to an alarm at Ethel McKnight Elementary School on Twin Rivers Drive at 3:14 a.m. on September 2.

Police said upon arriving at the school officers saw Timothy Norris, 23, and Robert Dougherty, 23, flee on foot and exit the school.

Norris, of Jefferson Drive, East Windsor, and Dougherty, of Kellington Drive, East Windsor, reportedly ignored orders to stop and were eventually caught by officers. Both suspects were charged with criminal trespass and obstruction of justice.

Police said Norris had a bottle of beer in his possession when fleeing. He was also charged with public alcohol consumption.

Police said an officer responded to the East Windsor Wawa store for a report of a possible intoxicated driver entering a gray Toyota and leaving the parking lot. The vehicle was located as it pulled out of the parking lot, sounding its horn. The vehicle continued operating in an erratic manner and was stopped on Hickory Corner Road. When stopped, police said the officer observed Serrano, of Gardenview Terrace, East Windsor, and the passenger switch seats.
