The van, a Children’s Center of Monmouth County transport vehicle, was being driven by Carol Picerno, 43, of Lakewood. The van contained two passengers who were identified as Celestine Shoates, 54, of Neptune, and Khary Wilson, 27, of East Windsor. After the accident, Shoates complained of leg pain and was transported to CentraState Medical Center by ambulance.
