The state once again has become a haven for criminally tainted garbage and recycling entrepreneurs, according to still another report from the State Commission of Investigation (SCI). This is the third time in four decades the commission has put authorities on notice of criminal elements in New Jersey's solid waste industry. Joseph Lemmo Jr. is a poster boy for the problem, according to the commission in the report it issued yesterday.
